Services Sector to be Prioritised at New Mall


An upscale supermarket, clinic, pharmacy, bank and gym – these are core services Hock Seng Lee intends to offer at La Promenade Mall, which opens in 2019.

Unlike other new malls in the Sarawak capital, La Promenade Mall will not be a retail-heavy establishment.

Instead, the developer will prioritise the services sector.

“We are going to prioritise service providers over general retailers. We want tenants who can generate repeat customers,” senior property development manager Tay Chiok Kee said.

La Promenade Mall will occupy levels one to three of HSL Tower, while level four will be office suites. All commercial spaces are lease-only.

Levels five to 10 will be the construction specialist’s own headquarters.

The mall was designed as the commercial focal point of HSL’s 200-acre gated and guarded, La Promenade, where hundreds of quality homes have already been built.

Currently, HSL has built two “precincts” within La Promenade, with plans for a third comprising only bungalows and semi-detached units almost finalised.

La Promenade will have 1,500 homes when fully developed, with an industry leading 15% landscaped spaces.

The mall is at the entrance of the development along the busy Kuching-Samarahan Expressway.

Leasing manager Trish Lui is positioning the mall as a premium neighbourhood service provider. Its surroundings reflect the goal, she said, citing Samarahan Country Club and the upcoming Tunku-Putra HELP International school.

Lui also spoke about the unique combination of HSL as a mall owner and multi-disciplinary construction firm.

“We can have a different kind of landlord-tenant relationship. A lot of mall owners depend solely on their tenants’ rentals to survive. As a company we are diversified, we can have a different approach,” Lui said.

“We care more about quality rather than quantity of tenants. We are not going to let quality be affected, especially since our own HQ is upstairs. We want tenants to grow with us. There is still so much more potential to La Promenade.”
